Yes it’s a foreclosure and I don’t know what’s going on here, but CASH ONLY can indicate there’s an issue with the property that makes it ineligible for financing.
While it's pretty dismal looking, I don’t think missing kitchen cabs, counters, etc. would necessarily prevent financing, so you may want to dig a little deeper.

Read the recent Tucson Police Reports, Triple homicide in the house last August.
Probably a good deal if you think the Nogales drug lords wont be back.
